Customer User (with the role of the Buyer) cant create Order from Qute

Hey.
The Customer User (with the role of the Buyer) will create a Request For Quotation and receive an Quote agreed by the Seller. On the basis of this Quote, the Customer User in the personal account starts creating an order but at the delivery stage receives an error about the impossibility of processing. But if I add the Administrator role to the Customer user, then everything works. I ask you to help me figure out how to get the Customer User with the Buyer role to place orders based on the seller’s Quotes.

when placing an order based on the Quote at the stage of transition from the delivery address to the delivery method, I get an error

Can you try the same on demo.orocommerce.com? I was able to submit a request, receive a quote and accept it successfully as Buyer (to login as Buyer on demo.orocommerce.com click a small icon next to the word Buyer instead of clicking on the “Get Started” button).

Yes, everything works well on the cloud demo and my error cannot be reproduced with the same actions.
