Unexpected priority collision with Web Catalogs

Hi There,

Application Type : OroCommerce
Application Version : 1.0.0
Application Edition: Community

I played around “restriction section” in Web Catalogs. Now the commerce menu (i.e the Category & Sub Category ) menu is not showing up for non-logged in users. I shows perfectly with logged In user.

Also, I am getting 404 when I click on the menu items.

I just checked issue on 1.0 version and I can reproduce it. Then I checked it on 1.3 LTS version and it is not reproduced.
So please update version of your application to last released version and check.

My steps to reproduce:
1. open Default Web Catalog
2. open Clearance / CleaLighting Products node
3. uncheck Inherit Parent checkbox
4. choose English in English in Localization dropdown
5. choose Non-Authenticated Visitors in Customer Group dropdown
6. then click save

7. open front store and not login
8. user should see Clearance -> CleaLighting Products menu item

9. login as any Customer user
10. user not should see Clearance -> CleaLighting Products menu item

On 1.0 version when I login as Customer user I don’t see any categories items in menu. On 1.3 this functionality works correct.
