Workflows configuration error: indicator “@” cannot start a plain scalar

Once again, I am trying to set up new workflow via configuring workflows.yml in my own DemoBundle.

As a test I use example from Doc:

Loading the configuration via
$ ./bin/console oro:workflow:definitions:load

console answers with an error:

The reserved indicator “@” cannot start a plain scalar; you need to quote the scalar at line 84 (near “@not_blank: [$call_tim
eout]”).

What I am doing wrong?

The slice of my configuration file workflows.yml looks like
(error comes from line 4, full code, see Link above):

Now it is required to wrap all the statements starting “@” with quotes. Like:

'@not_blank': [$call_timeout]

1	'@not_blank': [$call_timeout]
